Shot over three years, SHUFFLE follows individuals trapped in the insurance-fueled cycle of addiction treatment fraud spreading across the country. In the wake of the opioid epidemic, insurance companies were required to cover addiction and mental health treatment at the same rate as other medical conditions—but without regulation, effectively monetizing the 40 million Americans struggling with these issues. With the help of an FBI informant, an insurance analyst, and whistleblowers, the film unravels a web of public policy and private interest preying on a desperate population for profit.
