In 2004, a study released by the State Comptroller's Office ranked Hudson as the most socially and economically stressed region in all of New York State, with 26% of its residents living below the poverty level. The State cited the school system as "failing" three years in a row. A State study has noted that students of color are disproportionately placed in restrictive settings. TSL has responded to these problems with an ongoing set of nourishing, creative projects for young people including after-school, weekend, and summer programs.
